When PROJ_DEPS is empty, import $(BUILD_TMP)/proj-deps.mk fails, so we don't import it. This has the side effect of not creating the build directory, so had to add this is as a dependency in a few other places.

This makes it possible to create a simple project that doesn't use any cores, and has all of its code in the rtl and sim folder.
